Trump's Woke Alarm Misses Europe's Real Danger: Technological Stagnation.

The recent US security policy document presents a misguided view of the European Union. The document asserts that unrestrained immigration and so-called "progressive" policies represent an grave threat to the continent's identity. However, this argument is based on a serious misreading of the situation. The true challenge facing the EU is not societal but economic and technological backwardness.

The Stark Economic Gap Separating the US and Europe

The data paint a sobering contrast. Between 2008 and 2023, American economic output grew by 87%, while a mere thirteen and a half percent increase for the EU. During this time, EU GDP per capita fell from over three-quarters to just half of the US level. Strikingly, even the poorest US state now has a higher per capita income than major European economies like France and Italy.

Today, about half of the world’s top fifty technology firms are US-based, while only four are European.

The Innovation Shortfall: A Critical Question

This widening disparity is driven by stronger productivity growth in the United States, largely due to breakthroughs and better use of resources. The scene of world technology dominance is overwhelmingly American. Over the past fifty years, hundreds of American startups have grown into enterprises valued at more than $10bn, compared with only fourteen in Europe.

This disparity prompts a vital question: In the race for tomorrow's sectors like semiconductors, AI, and quantum computing, where does the EU positioned? Most analysts concede it is essentially a contest between two involving the US and China, with European nations starting at a clear handicap.

Underlying Factors of the Continent's Innovation Gap

A number of key reasons explain this technological divide.

  • Financing Ecosystem: The United States has a much more robust and more dynamic system for financing new ventures. The EU still lacks a genuine capital markets union, which limits the growth potential of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper European business. A US startup can launch a product under one set of laws to access a consumer base of hundreds of millions. The EU, despite a bigger population size, is split among twenty-seven separate systems, creating significant market obstacles.
  • Cultural Attitudes: Attitudes toward risk-taking differ sharply. In some EU nations, business failure was historically viewed with stigma, whereas in the US, it is often considered a badge of experience.
  • Military Investment: The US benefits from a tightly woven innovation pipeline linking defense and academia. The continent's long-term lack of spending in defense has weakened its ability in breakthrough innovation.

The Road Ahead: Reasons for Hopefulness

Despite these hurdles, there are reasons for hope. European leaders are increasingly aware of the severe threat and have started to advance substantial change. Key reports on EU competitiveness and the internal market highlight the necessity of major changes.

With the right incentives and rule changes, these assets could support far greater levels of commercial innovation.

The continent retains significant strengths: high-quality workforce, top-tier schools and universities, and premier research institutions. Alongside a vast domestic consumer base and high savings rates, these elements have the potential to unleash a surge of venture creation.

Importantly, even if Europe does not take the lead in developing next-generation tech, it can still dramatically boost economic output by adopting and adapting innovations from other regions.

An Inflection Point

The European Union now stands at a critical crossroads. As the saying goes, decline often happens "slowly, then all at once". To date, Europe's slide in innovation has been gradual. However, if it fails to take decisive action to tackle its structural weaknesses, today's slow erosion could give way to a sudden and irreversible loss of world influence.
