Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the presentation of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of opposing developments captured the bleak nature of the recent timeframe. By day, negotiation efforts are waged: hopeful statements are released from various governments. Immense energy is devoted on restraining certain initiatives. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is capable of detecting missile launches from Russian territory, a capacity afforded by current data. From vantage locations, Ukrainian air force fighter jets that had been dispatched to intercept incoming aerial threats flew past – advanced fighter aircraft provided to Ukraine by NATO members.
Moments later, Kyiv's missile defense activated: multiple launches fired to intercept a hostile projectile. This was a sophisticated defense system at work, most likely provided by Western nations. Every deployment jolts you unexpectedly, causing tremors. The instant of fear quickly transforms into grim resignation: maybe the incoming missile won't strike its target this time, preventing destruction from catastrophe and additional electricity failures.
Ongoing Risks
Soon after, a automatic firearm engaged a unmanned aircraft somewhere nearby, part of a rapid response unit – probably Western-made equipment. Unfortunately, the shots failed to hit the enemy aircraft – it pressed on overhead toward its destination.
Intermittently, this carried on until dawn. Kyiv faced the early updates: several casualties, damage and heating outages in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still went about their day – experiencing conflict. But those entire period demonstrated Ukraine's vital need on international aid – a reliance that European nations are demonstrably unable to replace in the near term.
Ineffective Peace Efforts
The 28-point plan from Washington generated strong feelings, controversy and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.
Every new initiative from US leadership follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually win the battle. This pattern will, no doubt, persist.
Political Considerations
It is convenient to criticize specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. American leadership works based on a premise understood by international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration assumes that it is impossible to compel Moscow to relinquish the land that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, US leadership does minimal to deter Moscow, through diplomacy or military means, from assuming that the situation will not shift further in its favour in the coming year.
Divergent Views
Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their reason to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's government remains supremely confident in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding people and territory but averting a total frontline collapse until situations evolve in its advantage.
Present Conditions
Objectively, there are no actual prerequisites for a armistice. Now, individual motivations are coming into play: leadership ambitions to broker a ceasefire and secure international recognition, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any initiative Kyiv finds unacceptable, so that their priority does not move to homefront challenges. And although their task will now be considerably more difficult after current events, it remains very improbable that this will change their overall approach.
These two forces are influencing discussions.
Assessment and Future
It took a just a single week to eliminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, latest revelations, all achieved their purpose.
While new plans based on previous concepts are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and show certain reluctance to alter the situation, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
